Windows Photoshop users get a little Photoshop bonus not available on the Mac. In fullscreen mode (tap 'F' twice) a little arrow appears at the top of the toolbar that gives you access to all the menu commands.
So, between hiding the pallettes and toolbar with the tab key (and bringing them back instantly using the same key) and this little arrow, there's no reason not to work in fullscreen mode anymore.
