This was really easy to do.
Make two layers..on one run filter>sketch>stamp. On the top layer run ?filter>noise>median'
Change the top layer to either linear burn(version 1)

Thanks for the quick tut. That sure does seem easy. I like the reuslts but I'm not sure which one I like best. Nice thing about blend modes, you can pick and choose and even use more than one. Nice job Cricket.

Nice crisp modernistic look that would have a lot of good uses...good way to get an abstract painting look. Will try this soon.

Note: This action will work best on colorful images with large blocks of color.
On detailed images? Forget it. Try something else.
