I used the tool to add a color adj layer and when I went back later to tweak it a little more it said I couldn't touch that layer because it wasn't an Elements tool. Is there anyway to make changes with out re-doing the layer?

No. Or I should say: any procedure that I know of to change this is far more complex than just redoing the adjustment.

You might try adding an adjustment rather than deleting.
