Ken--That's very nice of you to let us take our pick. :) There were some lovely choices.
This one takes 4 dups of the background. The first 3 are custom impressionist presets. Working from the bottom up.
1. CherylH thick paint 1 no texture
2. cherylH thick paint 2 no texture (soft light 65%)
3. Cheryl H fossil no texture (screen 73%)
4. Find Edges (overlay 50%)
5. Top with a pattern fill layer in soft light at 50%

Cheryl you certainly took one of the nicest pics and your rendition works magic on it!.
I chose one of the plumes photo's as I like the fluffy things a lot.
firstly 3 layers
1 : bg: normal
2 : dupe bg, light simplifier buzz simpl 2 : large 30/ darken
3 : dupe bg, impressionist one of the custom pencil filters with small brush: soft light
flatten
dupe this layer and run impressionist with one of the chalk presets/ small brush/overlay 67 %
flatten
make a frame with selecting a border ; filter ripple; zigzag and boss emboss.
render lighting efffects

here's a very simple technique i've used a few times and always enjoy the effect of:
dupe original layer.
gausian blur duped layer (anywhere from 10 to 20. this one i used 10).
set duped, blurred layer's blend mode to 'darken'.
add brightness/contrast adjustment layer and brighten and contrast to taste.
done. simple, but with with some pop :)
compression was 30% so this is going to lose some.
