It took me awhile to figure out how to treat this picture, but here's what I settled on:

* Reindeer adaptive equalize (default)
* Paint Shop Pro Edge Preserving Smooth (3x)
* Paint Shop Pro Saturation Enhancement (3x)
* Paint Shop Pro Texture
