My baby sister got married! I sharpened, softened, changed the background and sepia-toned the best pose (but the worst photo) of the group. Now she tells me her neck is too fat and her chin looks like one of many. How can I reduce her neck and shoulder line, sculpt the chin a bit and have it not look like clipart? Or should I just tell Jeff to get used to it :^)? Any help would be greatly appreciated and might even get me an invitation to the family reunion!

It's time for the liquify tool! :)

Taken slowly, with small steps you can use the liquify tool to reshape a person's body fairly seamlessly.

Use a fairly small brush when doing the corrections, and you should be able to reshape a bit.

I've included a quick and dirty reshaping that I did :)
