The "after" image was rendered by the free "Pop Art" effect. "Pop Art" is among the filters that make up the Plugin Galaxy plugin, available at http://www.thepluginsite.com/products/plugingalaxy/index.html.
Although the other filters in the Plugin Galaxy demo package have limited use thresholds, to my knowledge "Pop Art" does not expire. It renders some pretty interesting effects.
So far I have not found any of the other effects to be ones I would use, but "Pop Art," with its numerous controls and setting options, has definite possibilities.
Try it, you'll like it.
