well, it's kinda hot here, so i'd rather enjoy motor-boat than rowing ;)

for me, accented edges were obvious choice for the water, and dry brush for the pier, but i had no idea wha to do w/ the boats... so it looks kinda crappy... sorry :depressed

I used a combo of buzz, impressionist, find edges, and selective saturation/desaturation.
Just doodling until I receive Impressionist in the mail.

This is a very nice interpretation. I especially like how you handled the colors. Believe me, you're going to love Impressionist.

worked on this a little more. used impressionist again, buzz again, and fooled around with colors...

0. create duplicate layer
1. lucis art sculpture to increase black in the image
2. select black with magic wand then select inverse
3. go over image with art history brush in various modes
4. reduce opacity slightly to give back a hint of detail
5. copy of original on top in color blend mode.

well, being on the virginia coast, I might have had to use these as transportation had Hurricane Alex come a bit closer! Whew.
I cannot believe I closed Photoshop before copying my use of filters. I wanted to create more of an imressionistic view of this scene at sunset. I'll try to recreate what I did:
1. equalize
2. smart blur
3. unsharp mask
4. ripple filter
5. smart blur again
6. lighting effects- wide amber directional light from the top
