Layer 2 mode normal Xero line art - drawing to brighten - adjusted opacity to just show some texture from layer 1.

Added a texture (created earlier by running impressionist paint on a plain white background changing to black and white and adjusting levels).

Extended canvas, selected picture and changed to quick mask - ran distort/ocean ripple filter. exit quick mask and move selection so it is central over image. Invert and fill selection with white.

Selected by wand, color fill
Cutout+canvas underpainting filter
Fade>multi
Apply image

Thanks Christine, that's two more tricks I learnt today.

I like the frosted texture on the flower so I separated it out (custom filter - Laplace*) and saved it right till the end.

[*High-pass radius 1 gets pretty close]

What i did was in ps7 watercolor filter twice, dodge and burn tools to enhance light and shadows, brushstrokes to reduce noise, then vp, impr filter modified veg pigments, lighting effects omni and directional and finally usm.

Here are the steps:
Enhance image A with adj levels- 93,2.5,195.
Duplicate twice. Lower layer desaturate, g'blur 8, overlay blend. Upper layer dry brush 10,10,1.
Select all, copy merged, paste.
Image A duplicate, pull to top of stack and use Outliner filter from DC special, cool preset, wash color white (but you can make your own color sketch using other methods). Lighten blend, opac 23.
Select all, copy merged, paste. Enhance sat and change hue slightly to more purplish.
Add fill layer above all with render-clouds filter, foregr and backgr colors purple and lime green, overlay blend.
Select all, copy merged, paste.
Duplicate Outliner layer, pull to top of stack, desaturate, and diffuse-anisotropic. Multiply blend.
Select all, copy merged, paste. Lastly, filter watercolor for added effect.

..just to be wee bit professional, this is what I did:
Robbed the avatar from a screen shot;
Image size 400%, nearest neighbor;
Separated out the black outline and ran anisotropic twice;
Took the colors, now without the blacks, and G'blurred;
Overlay the blacks on the colors;
Erase the white background;
Apply and transform the butterflies, add drop shadow.

I promise I'll be a good boy from now on!

I enjoyed doing this!
Very similar technique to my "Becky" rendition. But here i also used a couple of filter-render-clouds layers.
