Looks like a thickly painted monotone painting to me. Perhaps an acrylic look to it. Only complaint is that the sky, to me, seems to not match up with the boats as far as similar artistic effect. Not sure why this is. Perhaps due to it's being more of an open space, the other filters are more noticable.
