Manjumena -- looks like she's having fun!

I added an outline layer of the subject and masked out all but her face and part of her body -- it's her "muse" or mentor or her ideal self -- encouraging her on to do her best. Sphererized that layer to add size and distortion. Ran Distort -> Ocean Ripple on the subject layer to abstract it a bit.

C.J. I can see her mind set on the pro vegas circuit! I luv it!
M. (Because it's late at nite). You're where I'm tryin to get to be!
One thing that struck me with this image was the confidence set against the precariousness of the blade's edge.
Some blurring, multiple offset layers and PS texture.

Cheers

Love your rendition, Manjumena!

For mine, I changed background, and then manipulated MS Impressionist Default Chalk.

I selected the skater first and pasted as new image.
On the original image I used a brush on the bg.
Copied and pasted skater back into the image as
a new layer.
Applied an outer white glow to the skater.
Duplicated skater layer - increased layer size 110%
1st skater layer - applied a motion blur
2nd skater layer - slight water colour applied
Merged all. Masked and gradient fill in a new bg layer.
Merged.

Played around a little with this last night, not sure I'm really satisfied with it yet. Ran (and faded) Impressionist several times, with watercolor and chalk settings, then used the History brush to restore the dancer, more on her face. Don't remember the exact settings, I was just playing around trying to get the background to recede. As a last step, I created a new color fill layer mask, and removed the area around the dancer. Then added texture . . . I think that's about it. A great way to pass the time when you can't sleep!

There is something about skaters in an arena setting that makes me always want to set them free and let them skate outdoors. But they must have an audience to appreciate their performance, so I did this composit combining an outdoor river scene and blending the original background with it so the "people" are sitting in the trees. Just different and kinda funky.
