Can anyone point me in the direction of getting realistic cracked paint effect like the image attached. Eith in Painter (which I am new to) or PhotoShop.

AutoFX (http://www.autofx.com) has a plugin called DreamSuite that includes a supurb filter (called "cracked paint" I believe) for rendering the effect you're looking for. I believe you can order effects separately.
