It's definitely a conflict to have me recommending this, since I write a monthly tutorial for them, but check out Photoshop Fix magazine. I think you'll recognize many of the authors. Each tutorial is 2-pages, usually with a downloadable file to work along with. Plus they have artist profiles, etc.
There are no ads, it's pure Photoshop from cover to cover. But for that same reason they need a lot of subscribers (I don't think you can buy it in stores, but they offer a free trial issue). P.E.I. Magazine just shut down this month :(, and I don't want the same thing to happen to the Fix.
