Well, here is one of my first attempts at photo art in Photshop CS. It was a while ago, so I don't remember all the steps I took. I know I definitely changed the color of the car on one layer from red to blue. I did something to the red layer, probably an extreme smart blur or something. Then I layered a few filter gallery effects like Angled Strokes and Crosshatch. Here you go.
