I have scanned a 35 mm slide. cropped a major portion and took out some background. I want to blurr/feather the edges of the subject, it is against a black background, and then increase the file size from 1 meg to about 20 meg for printing.

Question: Should I upsize before or after blurr? What is the difference??

Feathering affects the edges of a selection only.
Blurring affects the whole selection or the whole picture.

I think that 'upsizing' a picture diminishes its sharpness already, so, I would upsize first and blur later for not having to undo the procedure because the final result is too blurred ...
