i used just photoshop, impressionist... i don't rem exactly now, but i think that the bottom layer was pencil sketch, top layer was conte faithful (?); i modified both to use fixed angle orientation of strokes, to keep the "horizontalness" of the photo :D
tweaked hue/sat of the top layer, and blend hardlight (?)
btw, i got my fishing rod ready, and worms are in the stand-by mode ;)

just 2 things - i think that the top most piece of film should've those "holes" on sides transparent, and also on second look it looks a bit weird that in that one the photo is in "portrait" orientation, while in the other two in "landscape" orientation...

I like this type of shot. It's very good for combining with other elements.
This is the window (Porthole?) of a replica sailing ship that came to town one day. I just cut it out and duplicated it.

I'm still intrigued with your pictures possibilities.
I used a Polar coordinates setting on a Flexify filter. Cut out the result with a circular Marquee and applied an Inner Glow and Outer Glow effect using Layer Styles.
