Re-draw a picture of a person in photoshop

I need someone to re-draw a picture of a person in photoshop, as the current picture is low quality and small. I need it re-done so it can be put on t-shirts. Also I would like this as soon as possible we can talk about price, respond if you are interested. Also if you have it sample work is appreciated.
Here it is

Local Walmart or film processing place... blow it up to size.. cut out the guy.. tape on white background (8X10 piece of paper) put in copier/printer.... copy reversed onto T-Shirt transfer paper (also at walmart)... iron onto T-Shirt

Could copy as line art also to get a black and white high contrast

I need a digital image and it needs to be high quality, as it will be official merch. Also the drawing in photoshop does not need to be 100% real looking it can look fake as long as you can identify who this person is

Post this pic in a photo-based-art section. After you see an interesting entry, ask the person for an estimate to do a high quality replica.

SharpClown,
I normally would not stick my foot in, but since you said you need this asap... I'm concerned your responses may be all over the place and you may end up with nothing usable. The description of what you want may not be specific enough for many users. If you are getting adequate responses, just ignore all of this.

Do you have a description of the artwork requirements from your t-shirt shop? Something that describes resolution, color (RGB, SWOP), file format, etc.

If not, can they provide a reference or an example file?

Also, do you have an example of what you would like the image to look like? An example from an on-line image would be best so everyone can just click to look.

Re: Re-draw a picture of a person in photoshop

Oh... and here is what I mean....
the image on the left being a simple removal of background and removal of stray color;
the image on the right being a little more artistic;
it can keep going on and on... (sorry for the quality, but the thumbnail has issues)

They accept JPEG and PNG, they recommend using an sRGB color profile for images, and they say on the site: T-shirts are created at a minimum of 150 ppi
