I've found extending the lashes and adding to lashes is best achieved by using a 1px smudge at around 28% on a new layer, set the mode to darken and draw the smudge out from the original eyelashes or from the darker edge of the eye area. I usually set the blending mode to normal. Using this method, two or three coaxes of the lash general builds a new lash nicely.

Even though I don't do these.... overall something seemed off and missing. I ran some duplicate layers (overlay, hue adjustment, soft lighting, color) and then ran through Neat Image. I don't like the lips now that I did them but I didn't feel like changing them either. I also cropped the photo to bring it more in the middle. I would stay away from any "painted" look. I also darked the eyebrows slightly with a light opacity burn brush set to shadows.

I'm sorry, I have been out of town lately! I think you are getting better at the pageant stuff. It looks to me like you could use more "pop". Meaning more contrast, and go easy on the eyelashes. I get my eyelashes from somewhere on DeviantArt. I think I have posted them before but can't remember where or when. I will try to find them again. Even though she is a beautiful child, I'm not a fan of the slack jaw look. If you still need some help with it, PM me and I will try to help as best as I can.
