From a technicsl viewpoint it looks like the saturation was pumped way up over the top. From a photographic perspective, it does not seem to have a subject it is foucsing on and there lacks interest.

Mr. Monday is right about the saturation. A bit over the top unless you were going for a special effect.

I have to disagree abouth the compsition. Great lines and angles and movement in that photo. Shapes galore and I like the peek through of the boat on the water through the portico.
