I appreciated all the guesses. Unfortunately, I honestly don't know how many candles are on the cake. My brother was going through some family photos and sent this to me hoping I could tell him.

In fact he was hoping I could perform a little CSI magic...

On CSI they would be able to zoom in on the cake, push some button that would bring it into crisp focus, and then push another button that would automatically count the candles, measure the temperature of the flame based on the coloring, determine the unique chemical properties of the candles and where they were purchased, and arrest the killer by the end of the show.
