Here's a plain old school up-res in photoshop. I cut out and desaturated the background to focus more on the subject.

I'm not sure about the "rack" so much..
could have something tucked up under the hoodie in the chest and holding it up there with his/her arms tightly on sides. When I had it blown way up, looked too lopsided - maybe they wanted the loot for implants..

anyhow, hope this helps.

First off I'm not a forensic photo analyst, so this is not professional. I do work with photos. I don't have a color accurate setup at home, but here is what I came up with...

As another disclaimer I did a lot of work with the channels and levels to try and summon out some facial details, so skin tones are not necessarily correct.

Ummm, you may or may not want to specify what "those kind of people" means.

Sorry to hear about what happened...

Did my best to sharpen the image but as the others found, its just not good enough original quality. I dont even see why they make the quality better so you can actualy make out a face. But anyway...

resized the image to 4000w pixles then did my sharpening; also did some color corrections. Then resized to 1000w pixels to post here.

I have no words of advice to help fix the existing photo, however maybe its time to upgrade the security camera?
