panasonic lumix zs 15(tz25) or zs 20(tz30)?

Hello ,
I haven't been to this forum for a while, but I have a question I would love someone to help me with. I am not too familiar with the terms and uses of Aperture and Shutter speed, The two camera models I am thinking of are real similar but one has higher shutter, the other higher aperture. So I am sort of split on decision. I never took photography class so I don't know what to choose. Which of these would you buy and why. Lets say money difference between the two is not the factor, then which would you choose? Here are the specs and reviews on both

It depends on what you want it for.

If for low light situations then you want the one with the widest aperture (lower f-stop)

if for taking pictures of sports then the one with the fastest shutter speed (smallest fraction)

those two cameras have identical apertures. The second one states a fairly good burst rate (taking a fast series of captures) and has a little bit longer zoom.

I see, so the burst rate is what allows for fast effective shooting not as much the shutter speed. I want to be able to take a shot of my kids or a moment when I see it with out having the camera take a lot of time focusing on the object and not taking it. I have a Canon sd700IS and it is annoyingly slow with that and takes a long time to focus. I basically want a camera that will take good pictures in low light even with out flash, that can capture fast and when I want it that has a good zoom for around $200 usd. on amazon it sells for $237
