Is there any way to import Gothic Glow into PSE 4?

Could be Feivel's Gothic glow found on

That's a neat action. I tried getting it to work in PSE 4.0 and had no luck. Looks like it was created in 2003 so I'm assuming it may only work in the older versions of PS and Elements.
