How to menu and free tools

I recently did a format of my C drive and had to re-install my Elements 2.
I also installed the free tools again and the hidden tools from the Disk but the ones from the disk are in the "how to menu" and the free tools are in the "welcome menu"

Before my format "all" the tools where in the "How to" the free tools under other.
What did I do wrong? Can I somehow get them all together?
