Non-printing annotation

The Readmepc file with Hidden Power Actions II mentions the Non-printing annotation tool. I don't have that. The last tool listed is the Selective Color Adjustment Layer, whether I look in the Welcome menu or the "Other" tab. Did I do something wrong in the installation? Everything present seems to work fine.
Forgive me if this has been covered before; I am a new member, and I am just learning to get around in the forum.

I think I was working on them and then had to drop them (temporarily) when I found some compatability problems between Mac and PC. I have a solution now, but it isn't the prettiest one...I like things to be a little better off before I release them.
