Question a man never asked a question so !!!

as a newbie i have lots of questions to ask. for the past 3 months i have been scanning a lot of old photo's going back to 1930's, prior to cataloging and copying to disc.
i have a vista PC lots of memory so ok there, and i am using photoshop elements 5, CS3 out of my league price wise.
1) what software is most suitable and easy to use for coloring black and white photo's
2) are there any magazines which are spercificly for elements all i can find are for CS3 ect.
any help on this would be a bonus
