Help with slow shutter blur

Had a bit of time, so had a go with your picture. As I said earlier, can't do too much with the motion blur, so I've tried to make the blurred rider the feature of this image.

When I can't sharpen part of an image I'd like to enhance as I'd like to, I just blur and lightly desaturate everything else around it ....

A nice shot, as Gary said. I would rather bear this small imperfection than spoiling it with manipulative techniques. However I did give it a try. It did bring back certain features to an extent but the beauty was completely lost.
I used AstraImage and one of its filters, Van Cittert. Did play with the setting for quite a while before getting one acceptable result.
