i hope when you received this image that you told the person that this was never going to be quite up to snuff as far as a photo is concerned. too much detail is lost. it could possibly be done, but it would likely take MANY hours to do to really make this a good picture and even then there is no guarantee.

i duped the BG.
contrast/brightness adj layer
color balance adj layer.
polaroid d&s
duped that layer
digital camera noise removal

if you really wanted to spend some time on this one, dont do the noise and dust removal first. do do the contrast and color balance. then work on the detail. bringing out those faces in detail is going to be tough, however. if you've got other images of those folks to work from it might help.

Color Correction

I used photoshop CS2
Well I tried a slightly different path. I copied the background layer. On the copied layer I used a levels adjustment layer and clicked the white eyedropper on the white letter on the blue banner to the right of the letter s. (It looks like an o). I tried Image/adjustments/shadow highlights to lower the brightness and bring out the background some. Finally I ran neat image to remove some of the noise.

I noticed that most of the edges had some artifacting on them detracting from the image.

I ran neat image and noticed most of the noise was in the Cr, so I upped that a lot, then I adjusted the colors. Got about the same results as the last post.

I have nothing to add about trying to fix it, my question is what do you have to do to make it that bad in the first place?????
