Ok Patrick, felt bad, so here's what you wanna do to fix your neck. Take the area that appears to be a double chin, select it, feather the selection and move it up (free transforming as you go) until it meets your actual jaw line, in essence replacing your actual jaw line with the area of double chin. Then do minor touch ups. You can't escape the fact that your chin is resting on your chest however.

I see how you narrowed the chin a little bit, but I think it still has somewhat of an elephant quality to it...

Here you go. took some skin from your face for a patch... matched color, extended the jaw line, painted a quick shadow. On the second one I used liquify to thin the jaw a little.
