Help with a shirt

I've been asked to straighten and "close up" the shirt under this adorable girl's dress. I've taken a stab at it, but I think it looks like CRAP. Please, where would you start?

I'm terrible at this kind of thing, but I got this far.

I deleted the top "poofy" area of the bib area and redrew in the top whte layer of it. Cloned the other right edges so they fit more snuggly against the right collar.

I used pieces of her arm, rotated and transformed to fill in her chest area and some healing brush to blend. Only spent a few minutes and didn't go for skin tones etc., but wanted to give you a guide for fixing the "ballooning".

Darling little girl!

welcome to RP.

rotate picture 3 degrees left, fill edges with clone. then, warp mesh, warp brush, clone, and push to straighten ruffle. added a little contrast and borders. done.
