Creating moisture

I did try a search and could not find anything. I can also provide an example if my request is not clear. Is there method for creating the look of moisture or a "wet look"? For example the eyes? Or wetness of skin? thanks...

Hm, for the skin there is almost no chance but hand-painting. Could yo provide an example?
