How Did They Do This?

I came across this awesome picture of the woods today. It looks like you're running through it - does anyone know how they did this?

Effect

Looks like Photoshop's Filter > Blur > Radial Blur set to zoom.

MM beat me to it but I concur that is the effect for sure. If they did it a different way the exact effect can be achieved as stated above.

to do it in camera:
zoom in on scene...set for slightly longish exposure, halfway through the exposure, zoom out....will take trial and error, but you can get some great effects
