moms sheen

Hi
In the attached photo of my mother there is an unwanted sheen ,thought to be caused by the original photo being hand painted
Whatever I try to do I cannot seem to get rid of it
Would someone kindly help me with this problem?

Took a quick shot. Cybia Pseudo-IR, levels, Neat Image, HP sharpen, duotone.

I tried a different path. I switched to CYMK mode and noticed that the black channel was most affected. I used apply image and placed the cyan channel into the black channel. Back to RGB and selective color and I darkened the cyan and blue areas.
