Question Help with transparent specks on image

I'm a novice photo editor. We just received our wedding photos from our photographer. On many of them when I adjust shadows I see numerous transparent specks in dark areas. When I zoom in, it's as if there is another image below the wedding photo. I have no idea why or what that is. I have attached an example. I can remedy the situation by raising the fill light or playing with the contrast but then the photograph is not optimal. I've been using either picasa or nero photo editor. I can't see the problem when I click the image on this thread, but when I download it and use one of those tools I can. Can anyone tell me what is going on, and how I can go about fixing it? Thanks a lot... I have a new wife counting on me.


I've fixed this.... it was a video card issue

Thanks for the help... I think I've identified it as a video card issue... strange.. but I think it's fixed.
