Help with color cast and splotches please

Hello all,
I have a lot of photographs with similar problems and need a bit of help.
I scanned them with my new Epson V200 at 600ppi and 24 bit. I also unchecked everything that had "Auto" in it. I upgraded my software in March this year from Photoshop 5.5 to CS2.
I read Photoshop Restoration and Retouching and tried most of the examples.
The Photographs I have fixed up are okay because they were pretty easy (and close to the examples in the book) but this example is really hard.
With so many faults, which order do I fix them?

I would really appreciate being pointed in the right direction.

Here is a go at it. I used quite a few adjustment layers, masks, using luminosity & color, curves, levels and some cloning..

Looks okay. Thanks for having a look at it.
I worked out how to fix the color cast but the stains will require a lot of time and patience, which I have plenty of.
