How Dey Do Dat?

I'm new here, as well as to digital photography in general. I came across a photo that was sepia tone with some selective color. I can do the selective color part, but I was wondering if anyone here knows how to achieve the overall look of the pic, posted below.

Hi Everafter. Welcome to RTP.

This is quite easy to do. Duplicate. Convert dupe to black and white. Use Hue/Saturation to tint the b/w. Mask back the areas of the b/w where you want color (from the original) to show through.

Since the areas to have color are so small, you could also put them in the layer above, and set the mode to color.
