That does appear to be a boy (little boys must have been a bit confused ).
It was probably worse in the 1850s and 60s when off the shoulder dresses were popular, for children of both sexes.

minature portrait painters were forced out of business. A few moved into photography and offered painted color as an option
Wow! That I hadn't heard before. Makes perfect sense though...
