Anyone know how to do this ?

Does anyone have any tips on how to achieve this kinda manipulation ?

I need to learn how to make a hand, face, foot or anything looks like something inside of a human body wants to come out.

No idea. A a fairly newbee, I would say cut out babyfoot dodge the shadows and put some sort of blending mode on it. Sorry man.. not really a lot of help. Good luck though!

I would suggest you try a Displacement Map (Filter>Distort>Displace).

based on your referenced image, glennkarlsen, I would go along with mistermonay suggested.
Perhaps apply the displace filter to a copied section where you wish the limb, etc, to appear to be making its impression, then place that layer back over the original, full image.
manipulate the displaced layer for perspective and what not and see if that allows the shadows of the displacement to appear natural in the composition.

Thing is, it's the presence of shadows and highlights delineating the foot that are creating the dimensional effect of that baby's foot appearing to be stretching the skin, et al.

I think that would be a better way:
create alpha channel with b/w foot image.
Then go to filters/render/lightning effects
Choose at the bottom - texture channel - your alpha.
Adjust light parameters.
Thats it.
