Correcting such fine details creating subtle differences in order to keep the image looking as natural as possible is sure best done with higher resolution...

Here are 3 different ways to get close to the result you wish to achieve...

They may be too soft for you, but working on Adjustment Layers you can always adjust Opacity and/or Fill

Attachment 1 .. Dust&Scratches + Noise
Attachment 2 .. Median Filter + Noise
Attachment 3 .. Neat Image + Noise

Where I added Noise, you can always go for the High Pass Filter as explained above (you can read Ro's excellent Tutorial on this..)

Neat Image is A third party plug-in that can be downloaded free from here ... On the Neat Image Site, you can also find excellent examples and tips and tricks on 'how to' ...

D&B would work too & you could do as many passes as you wish, until you happy with the result.

Chilling use Dodge and Burn. I also prefer d & B before going with any filther.
