Can someone guide me in the direction or steps they would use to get rid of greenish eyeliner to match rest of skintone?

Is that your image? If not, and assuming u have permission to use it. You know the make up artist is going to kill u right?

It's hard to give u any advice with such a small image tho... i don't know if u have any natural texture to worry about, or the exact tone and variation on the skin. The image looks retouched already, but again, could be the size.

There are many, many ways to change/replace a specific colour in an image (or part of it) ... One of them is described in this excellent Tutorial.

u don't need to use your images ONLY

There are a lot of great STOCK images out there.

www.sxc.hu
www.deviantart.com (They have a stock AREA)

or even if u like an image in a web site, ask the photographer for permission, give him credit if he says yes u can use it

Just don't post images without permission.
