I have played little bit more. Here you are screen shoots of layer palette.

I just used gradient tool to create background effects. Radial gradient is perfect for that.

Just one question, whats the photo filter for? Is it for the background color?

Photo filter (cooling filter 82)is just to give blue color. Background was grey.

Actually it is not necessary you can pick blue (or whatever you like) color and play with it.

To speed up the process using levels or curves adjust the color tone to your liking.
Next you could apply an action called "glamblur" that you can download here. This will save some time...
After that you create a reflection & a shadow & that's all.
