how to make the angel wings

how do i make the same exact transparent ghostly like angel wings in this photo if anybody can point me in the right direction that would be great

In addition to olbaldys suggestion you will find that a google of photoshop brushes angle wings will be productive. I have several sets.

Here is a link to a set of wing brushes for you it is one of many, as has already been mentioned google for more

not sure which software you have but should be the same way in most

use them on a empty layer over your photo and alter opacity to get the ghostly look (or lower opacity of the brush) you also could add a glow ( and there are a few ways to do this post again if you need more help )
