Rosie, create a Text Layer and apply a Layer Style to it (Bevel / Emboss).
Something like this?

Dup layer. Pick a font, then rough it up (I used GIMP's Pick filter for that) an then place the text on white backgroun on Top layer and run Bumpmap on Center layer (cool GIMP trick). Do some selective erasing with opacity adjustments for the blending. Now I did use the iWarp and Transformation tools on the text too.

Since there was not really any sand, I made up some.

Bumpmap and iWarp are GIMP tools. I'm not sure (and I should know since I have CS2; just don't use it much) about Bumpmap equivalent, but PS's Liquify tool (argueably better then iWarp) is PS's equivalent. Not sure if the behavior in PS would be the same as it is in GIMP either (I already know that certain layer property effects don't quite match in GIMP as in PS and vice versa). I will add that GIMP is Open Source (i.e., free). I primarily used iWarp to curve the text in a sort of distorted way to make it more natural looking. I used a lower opacity eraser to erase parts of the text more then others to blend it like it would be if waves disintegrate the text. Not hard to do, but it does take practice.

Re: How do you put text in the sand of a photo

Using Photoshop I typed brothers using a comic font, Used perspective, to distort the font, added some noise, and used multiply for the blending mode on the layer. I decreased the opacity of that layer some too.
