Im trying... HELP

Ok this is my girfriends baby pic, and she asked if I can fix it up.

I tried but I can't figure out how to make hair, color up the skintone, and make a nice background. CAN anyone help????

Oh... btw... my gf is from Brazil and this is one of the only pictures she has of her daughter when she was a baby.

Just a quick idea.. some levels on the child then cloning and healing and new background

Could be much better with closer attention to details but this is just an idea

i tried to use the little information there is to build up her left eye.
eyes are hard cause they never look the same.

hope it can be of some help..
