How can I replicate this hair?

Hello,

I've been asked to replicate the look of this image (so I can make a photo look like an illustration) but I'm not sure how this image was made in photoshop I'm particularly confused about how the hair was done as each strand is very clear and defined. Does anyone have any experience in this, and if so, can you give me a few pointers? Would be brilliant, thanks!

Do you have an original image to show? I mean where you should start making something like your example? And do you have address or bigger one from your example? =)

The photo is too small to give a more clearn opinion looks like smudge painting if you can post a larger photo it would help better to know what you are talking about.
