Well on this second picture there just isn't enough information. I cropped and straightened the image
I used a curves adjustment layer and clicked auto which helped
I used Neat Image to decrease the grain.

I don't think this can be restored satisfactorily

I wasnt able to get much from it , I couldnt get any clarity in the faces....most of the pictures I came accrost are like this.

Lots of good tries here. I used the tree lights to figure that the blur was about a 45 degree angle and used smart sharpen. I rebuilt the red channel with the green.

I used Smart Sharpen, the Distort filter (I'll do a tutorial about this one in a few days probably) and the Unsharp Mask filter to unblur the picture a little.
Next I used some curves to color correct the image (just measured the skin tone of the boy on the right).

Hi, this is my attempt, I just tried to make it more readable, so, no artistic tries in it.
I sharpen the children a little, blurred the background, a little dodge and burn, a little paint,
reducing noise on the reds...+ color correction.

It should be better with a higher resolution/size...I'll try the other if you like...

hi. so sorry for your loss.
the first picture you`ve upload, could you have a first hand scanning, without touch it? mean original, as it is. some better resolution, 500-600 dpi?
