maybe you can use an "imageshack" sort of things, I cannot name others (the one I use is displayed in French), maybe other posters may help?

You could use http://www.mediafire.com/ for uploadings. This is not an images server, you can upload any kind of file, no matter the size, even some 20, 30, 30 Mb ones. So, you can scan and post a high resolution one. Work over a 70 kb low res picture is difficult.

I worked on the re-scan 0f the second picture.
To minimize the lines, I used:
  • Filter>Video>De-Interlace
  • Filter>Blur>Motion Blur
My result after these procedures (Attachment 1)

Levels + Sharpening to finish ...

Nothing to write home about ... but at least you can see the faces a bit better

...and if Florin gets the mediafire full size image to work on, his too.

First I passed it through an FFT filter, then I worked on "colors".
I think a high resolution scan would help in recovering details.
