can anyone make me look real?

I have been playing with this photo, I was wondering if there is a way to make it look more realistic? this is an operation photo rescue photo. this is as far as I could take it.
I did a 3d rendering of her face, but I was not able to perserve her teeth. based on what I had to work with I rebuilt her outfit.
I have used every program I have to try to make it better, I was hoping someone could direct me on what to do with it. It is not my photo, I didnt choose it from the forum, but I would like to help the person who did.Any imput would be appriciated.

It is really hard to attempt to restore a photo like this unless you have another photo of the same person for reference. Otherwise, you are just making up a face... guessing. While it might be a more "complete" photo when you get done with it, it would just be a painting from your imagination, not a resemblance of the actual person, so that would kind of defeat the purpose.
