About focusing old photos

I am doing several old photo restorations for a client. I'm wondering if I should use a focus filter in Adobe Photoshop CS5 and if so which one? I can't afford to do test prints. Can anyone suggest what kind of focus I should use or should I NOT use any focus at all?
See attached image. Thank you.

PS: To the moderators. I tried posting this in another forum section but it didn't seem to post correctly. Sorry about that.
