I have look around here, and i have made somthing that a little bith seem like the post here,i make firs a outline en than a imitation of a tutorial.
Its a street on my petit village in Flandre,belgium.
Jou think it is good or not?
I hope also that the photopost is here ok,i have look ho bigg the images can be,bud i find i not.

Welcome to RTP Rogier. I like where you are going with your style. In your picture, you might try to clone out the wires at the top of the picture so you don't have the dark gray streaks.

i tray another pic,with dry brusch and filter posterize,furst i tray with wacom a line paint.I think its a special effect.

i try another with buzz,small dry brusch and expressionist jaykila,hue/saturation and levels.
the left its a original bud a little i make it better
